The Four Pillars of the 2025-2027 Manifesto

Our new manifesto focuses on four critical pillars to address current challenges and embrace future opportunities within the industry:

1. Education
   To build a skilled, future-ready workforce, the CIPHE is focusing on:
• Apprenticeships and Licensing: Strengthening pathways into the profession to ensure a well-trained, licensed workforce.
• Low Carbon Training and Accreditation: Providing specialised training in low-carbon technologies, equipping professionals with the skills necessary to lead the transition to sustainable practices.
2. Sustainability
   A sustainable future for the industry requires:
• New Builds: Promoting sustainable construction practices to meet the demands of a changing environment.
• Retrofitting Existing Properties: Supporting initiatives to upgrade existing housing stock, improving energy efficiency and reducing environmental impact.
3. Conservation
   Our focus on conservation includes:
• Water Shortages and Pollution: Advocating for responsible water management, improved labelling, and pollution control.
• Fuel and Water Poverty: Addressing inequalities in resource access to ensure all communities benefit from safe, affordable water and energy.
4. Safeguarding
   Protecting consumers is fundamental to our mission, which includes:
• Protecting Consumers at Home: Ensuring households have safe, compliant plumbing and heating systems.
• Protecting Consumers in Public Spaces: Working to create safe public environments, where water and heating systems meet rigorous safety standards.

This manifesto is a call to action for all members and partners to join us in advancing these goals. Industry-wide support will be essential to achieving the ambitious and vital objectives we’ve identified.
